God as Refuge in the Bible
Protection is a steady theme from Genesis to Revelation. God promises Jacob that he will keep him wherever he goes, shelters Israel at the Passover, and stands between the people and Pharaoh's army at the Red Sea. The Psalms then turn these events into pictures: a shield, a rock, a fortress, a hiding place, and the shadow of wings.
Reading These Verses Carefully
It helps to notice who is speaking and in what situation. David wrote many protection psalms while running from Saul or Absalom, so the safety he describes was gained in the middle of danger, not apart from it. Paul speaks of being struck down but not destroyed, and Jesus says plainly that his followers will face trouble even while he keeps them. These passages promise God's care and ultimate rescue, not the absence of hardship, and the Bible's own stories of suffering believers show that.
The New Testament adds spiritual protection: the armor of God in Ephesians, the Lord guarding believers from the evil one, and the assurance that nothing can separate them from God's love.
Protection language is also relational. A shepherd, a parent bird and a host all appear, and each picture is about closeness. The safest place these writers describe is not a location but the presence of God himself, which is why so many verses ask to be near him.

After crossing the sea, Moses and Israel sing that the LORD is their strength, song and salvation. - Exodus 23:20 – Behold, I send an Angel before thee, to keep thee in the way, and to bring thee into the place which I have prepared.
God promises to send an angel ahead of Israel to guard them on the journey and bring them to the prepared place. - Numbers 21:8-9 – And the LORD said unto Moses, Make thee a fiery serpent, and set it upon a pole: and it shall come to pass, that every one that is bitten, when he looketh upon it, shall live. And Moses made a serpent of brass, and put it upon a pole, and it came to pass, that if a serpent had bitten any man, when he beheld the serpent of brass, he lived.
When snakes bite the complaining Israelites, God tells Moses to put a bronze snake on a pole, and those who look at it live. - Deuteronomy 7:9 – Know therefore that the LORD thy God, he is God, the faithful God, which keepeth covenant and mercy with them that love him and keep his commandments to a thousand generations;

Moses says God walks in Israel's camp to protect them and give them victory, so the camp must be kept clean. - Deuteronomy 32:10-11 – He found him in a desert land, and in the waste howling wilderness; he led him about, he instructed him, he kept him as the apple of his eye. As an eagle stirreth up her nest, fluttereth over her young, spreadeth abroad her wings, taketh them, beareth them on her wings:
In his song, Moses compares God's care for Israel to guarding the apple of his eye and to an eagle carrying its young. - Deuteronomy 33:12 – And of Benjamin he said, The beloved of the LORD shall dwell in safety by him; and the Lord shall cover him all the day long, and he shall dwell between his shoulders.
Moses blesses the tribe of Benjamin, saying God's beloved will live safely beside him as he covers them all day. - Deuteronomy 33:27 – The eternal God is thy refuge, and underneath are the everlasting arms: and he shall thrust out the enemy from before thee; and shall say, Destroy them .
Moses ends his blessing of Israel by saying the eternal God is their refuge and that his everlasting arms are under them. - Joshua 1:5 – There shall not any man be able to stand before thee all the days of thy life: as I was with Moses, so I will be with thee: I will not fail thee, nor forsake thee.
God tells Joshua that no one will be able to stand against him, and that he will be with him as he was with Moses. - Judges 6:23 – And the LORD said unto him, Peace be unto thee; fear not: thou shalt not die.
When Gideon fears he will die after seeing the angel of the LORD, God tells him to be at peace, for he will not die. - 1 Samuel 2:9 – He will keep the feet of his saints, and the wicked shall be silent in darkness; for by strength shall no man prevail.
In her prayer, Hannah says God will guard the feet of his faithful ones, while the wicked will be silenced. - 1 Samuel 7:12 – Then Samuel took a stone, and set it between Mizpeh and Shen, and called the name of it Eben-ezer, saying, Hitherto hath the LORD helped us.
After God helps Israel defeat the Philistines, Samuel sets up a stone named Ebenezer, meaning stone of help. - 1 Samuel 17:37 – David said moreover, The LORD that delivered me out of the paw of the lion, and out of the paw of the bear, he will deliver me out of the hand of this Philistine. And Saul said unto David, Go, and the LORD be with thee.

David's song after being delivered from his enemies names God as his rock, fortress and shield, and says he calls on God and is saved. - 2 Kings 6:16-17 – And he answered, Fear not: for they that be with us are more than they that be with them. And Elisha prayed, and said, LORD , I pray thee, open his eyes, that he may see. And the LORD opened the eyes of the young man; and he saw: and, behold, the mountain was full of horses and chariots of fire round about Elisha.
Elisha prays for his frightened servant to see, and the servant sees fiery horses and chariots surrounding them. - 1 Chronicles 16:21-22 – He suffered no man to do them wrong: yea, he reproved kings for their sakes, Saying , Touch not mine anointed, and do my prophets no harm.
David's psalm recalls that when the patriarchs wandered, God let no one oppress them and rebuked kings for their sake. - 2 Chronicles 32:7-8 – Be strong and courageous, be not afraid nor dismayed for the king of Assyria, nor for all the multitude that is with him: for there be more with us than with him: With him is an arm of flesh; but with us is the LORD our God to help us, and to fight our battles. And the people rested themselves upon the words of Hezekiah king of Judah.
Hezekiah encourages the people against the Assyrian army, saying that the king has human strength, but they have the LORD. - Ezra 8:31 – Then we departed from the river of Ahava on the twelfth day of the first month, to go unto Jerusalem: and the hand of our God was upon us, and he delivered us from the hand of the enemy, and of such as lay in wait by the way.
On the way to Jerusalem, Ezra says that God's hand was on them and delivered them from enemies and ambushes. - Nehemiah 9:21 – Yea, forty years didst thou sustain them in the wilderness, so that they lacked nothing; their clothes waxed not old, and their feet swelled not.
In a prayer reviewing history, the Levites say God provided for Israel in the wilderness for forty years so that they lacked nothing. - Job 1:10 – Hast not thou made an hedge about him, and about his house, and about all that he hath on every side? thou hast blessed the work of his hands, and his substance is increased in the land.
Satan complains to God that he has built a protective hedge around Job, his household and everything he owns. - Job 5:19 – He shall deliver thee in six troubles: yea, in seven there shall no evil touch thee.
Eliphaz says God rescues a person from six troubles, and in the seventh no harm touches them, though his speeches are not always right. - Job 36:15 – He delivereth the poor in his affliction, and openeth their ears in oppression.
Elihu says that God rescues the afflicted in their suffering and speaks to them in their distress. - Psalm 3:3 – But thou, O LORD , art a shield for me; my glory, and the lifter up of mine head.
Fleeing from his son Absalom, David says the LORD is a shield around him and the one who lifts up his head. - Psalm 3:5-6 – I laid me down and slept; I awaked; for the LORD sustained me. I will not be afraid of ten thousands of people, that have set themselves against me round about.
David says he lay down and slept and woke again because the LORD sustained him, so he will not fear thousands of enemies. - Psalm 4:8 – I will both lay me down in peace, and sleep: for thou, LORD , only makest me dwell in safety.
In an evening psalm, David says he will lie down and sleep in peace because God keeps him safe. - Psalm 5:11-12 – But let all those that put their trust in thee rejoice: let them ever shout for joy, because thou defendest them: let them also that love thy name be joyful in thee. David says those who take refuge in God will rejoice, and that God covers the righteous with favor like a shield. - Psalm 7:10 – My defence is of God, which saveth the upright in heart.

The psalm says that God's love is precious, and people find refuge in the shadow of his wings. - Psalm 46:1-3 – God is our refuge and strength, a very present help in trouble. Therefore will not we fear, though the earth be removed, and though the mountains be carried into the midst of the sea; Though the waters thereof roar and be troubled, though the mountains shake with the swelling thereof. The psalmist says God is a refuge and strength, so even if earth and mountains give way, believers need not be afraid. - Psalm 57:1 – Be merciful unto me, O God, be merciful unto me: for my soul trusteth in thee: yea, in the shadow of thy wings will I make my refuge, until these calamities be overpast.
Hiding in a cave from Saul, David asks for mercy and says he will take refuge in God's wings until the danger passes. - Psalm 59:9 – Because of his strength will I wait upon thee: for God is my defence.
David, watched by Saul's men, says that he will wait for God, who is his fortress. - Psalm 61:3-4 – For thou hast been a shelter for me, and a strong tower from the enemy. I will abide in thy tabernacle for ever: I will trust in the covert of thy wings. Selah.
David says God has been his refuge and strong tower against his enemy, and he wants to shelter under God's wings. - Psalm 62:6-7 – He only is my rock and my salvation: he is my defence; I shall not be moved. In God is my salvation and my glory: the rock of my strength, and my refuge, is in God.
David repeats that God alone is his rock, salvation and fortress, so he will not be shaken. - Psalm 71:3 – Be thou my strong habitation, whereunto I may continually resort: thou hast given commandment to save me; for thou art my rock and my fortress.
An older psalmist asks God to be his rock of refuge, to which he can always go, since God has commanded his rescue. - Psalm 84:11 – For the LORD God is a sun and shield: the LORD will give grace and glory: no good thing will he withhold from them that walk uprightly.
The psalm says the LORD is a sun and shield, giving favor and honor and withholding nothing good from the blameless. - Psalm 91:1-2 – He that dwelleth in the secret place of the most High shall abide under the shadow of the Almighty. I will say of the LORD , He is my refuge and my fortress: my God; in him will I trust.

The psalm uses images of a bird covering its young and a shield to say God's faithfulness protects against terrors by night and by day. - Psalm 91:9-11 – Because thou hast made the LORD , which is my refuge, even the most High, thy habitation; There shall no evil befall thee, neither shall any plague come nigh thy dwelling. For he shall give his angels charge over thee, to keep thee in all thy ways.
The psalmist says that because the LORD is your refuge, no harm will come near you, and his angels will guard you. - Psalm 94:18-19 – When I said, My foot slippeth; thy mercy, O LORD , held me up. In the multitude of my thoughts within me thy comforts delight my soul.
The writer says that when his foot was slipping, God's love held him up, and God's comfort cheered his anxious thoughts. - Psalm 116:6 – The LORD preserveth the simple: I was brought low, and he helped me.
The psalmist says the LORD protects the simple and that when he was brought low, God saved him. - Psalm 118:6 – The LORD is on my side; I will not fear: what can man do unto me?
The psalmist says that because the LORD is with him, he will not be afraid of what people can do. - Psalm 121:3-4 – He will not suffer thy foot to be moved: he that keepeth thee will not slumber. Behold, he that keepeth Israel shall neither slumber nor sleep.
The pilgrim song says that God will not let your foot slip, and that your keeper never sleeps or grows drowsy. - Psalm 121:5-8 – The LORD is thy keeper: the LORD is thy shade upon thy right hand. The sun shall not smite thee by day, nor the moon by night. The LORD shall preserve thee from all evil: he shall preserve thy soul. The psalm says that the LORD is your keeper and shade, and will watch over your coming and going now and always. - Psalm 138:7 – Though I walk in the midst of trouble, thou wilt revive me: thou shalt stretch forth thine hand against the wrath of mine enemies, and thy right hand shall save me.
David says that even in the middle of trouble God preserves his life and reaches out his hand against the anger of his foes. - Psalm 140:4 – Keep me, O LORD , from the hands of the wicked; preserve me from the violent man; who have purposed to overthrow my goings.
David prays for God to guard him from the wicked and protect him from violent men who plan to trip him. - Psalm 144:1-2 – Blessed be the LORD my strength, which teacheth my hands to war, and my fingers to fight: My goodness, and my fortress; my high tower, and my deliverer; my shield, and he in whom I trust; who subdueth my people under me.
David praises the LORD as his strength, fortress, high tower, deliverer and shield, who trains his hands for battle. - Proverbs 2:7-8 – He layeth up sound wisdom for the righteous: he is a buckler to them that walk uprightly. He keepeth the paths of judgment, and preserveth the way of his saints.
Proverbs says God stores up wisdom for the upright and is a shield for those who walk blamelessly, guarding the paths of justice. - Proverbs 3:25-26 – Be not afraid of sudden fear, neither of the desolation of the wicked, when it cometh. For the LORD shall be thy confidence, and shall keep thy foot from being taken.
Proverbs says that the wise need not fear sudden disaster, because the LORD will be their confidence and keep their foot from a snare. - Proverbs 14:26 – In the fear of the LORD is strong confidence: and his children shall have a place of refuge.
Proverbs says that fear of the LORD gives strong confidence and a refuge for one's children. - Isaiah 4:6 – And there shall be a tabernacle for a shadow in the daytime from the heat, and for a place of refuge, and for a covert from storm and from rain.
Isaiah describes a future shelter that will provide shade by day and a refuge from storm and rain. - Isaiah 25:4 – For thou hast been a strength to the poor, a strength to the needy in his distress, a refuge from the storm, a shadow from the heat, when the blast of the terrible ones is as a storm against the wall.

God tells the young Jeremiah not to be afraid of the people he will confront because he will be with him and rescue him. - Jeremiah 15:20 – And I will make thee unto this people a fenced brasen wall: and they shall fight against thee, but they shall not prevail against thee: for I am with thee to save thee and to deliver thee, saith the LORD .
God tells Jeremiah that he will make him like a fortified bronze wall, so that enemies will fight him but not win. - Jeremiah 39:17-18 – But I will deliver thee in that day, saith the LORD : and thou shalt not be given into the hand of the men of whom thou art afraid. God promises Ebed-melech, who rescued Jeremiah, that he will be rescued and not killed when Jerusalem falls, because he trusted God. - Daniel 3:25 – He answered and said, Lo, I see four men loose, walking in the midst of the fire, and they have no hurt; and the form of the fourth is like the Son of God.
Nebuchadnezzar sees a fourth figure walking unharmed with the three men in the furnace, and describes him as like a son of the gods. - Daniel 6:22 – My God hath sent his angel, and hath shut the lions’ mouths, that they have not hurt me: forasmuch as before him innocency was found in me; and also before thee, O king, have I done no hurt.
After a night in the lions' den, Daniel tells the king that God sent his angel to shut the lions' mouths. - Joel 3:16 – The LORD also shall roar out of Zion, and utter his voice from Jerusalem; and the heavens and the earth shall shake: but the LORD will be the hope of his people, and the strength of the children of Israel.
Joel says the LORD roars from Zion, and while the heavens and earth shake, he is a refuge for his people. - Zephaniah 3:15 – The LORD hath taken away thy judgments, he hath cast out thine enemy: the king of Israel, even the LORD , is in the midst of thee: thou shalt not see evil any more.
Zephaniah tells Jerusalem that the LORD has taken away her punishment and turned back her enemy, and is with her. - Zechariah 2:5 – For I, saith the LORD , will be unto her a wall of fire round about, and will be the glory in the midst of her.
God says he will be a wall of fire around Jerusalem and the glory within it. - Psalm 125:2 – As the mountains are round about Jerusalem, so the LORD is round about his people from henceforth even for ever.
Jerusalem is surrounded by mountains, and the psalmist says the LORD likewise surrounds his people, now and always. - Matthew 10:29-31 – Are not two sparrows sold for a farthing? and one of them shall not fall on the ground without your Father. But the very hairs of your head are all numbered. Fear ye not therefore, ye are of more value than many sparrows.
Jesus says not even a sparrow falls without the Father's knowledge, and that people are worth more than many sparrows. - Matthew 16:18 – And I say also unto thee, That thou art Peter, and upon this rock I will build my church; and the gates of hell shall not prevail against it.
Jesus tells Peter he will build his church on this rock and the gates of Hades will not overcome it. - Matthew 28:20 – Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you alway, even unto the end of the world. Amen.
Jesus ends the Great Commission by promising his disciples that he is with them always, to the end of the age. - Luke 10:19 – Behold, I give unto you power to tread on serpents and scorpions, and over all the power of the enemy: and nothing shall by any means hurt you.
Jesus tells the seventy that he has given them authority over snakes, scorpions and all the enemy's power, and nothing will harm them. - Luke 21:18 – But there shall not an hair of your head perish.
Right after warning of persecution and death, Jesus tells his followers that not a hair of their head will perish. - John 10:27-29 – My sheep hear my voice, and I know them, and they follow me: And I give unto them eternal life; and they shall never perish, neither shall any man pluck them out of my hand. My Father, which gave them me, is greater than all; and no man is able to pluck them out of my Father’s hand.
Jesus says his sheep hear his voice, and no one can snatch them from his hand or the Father's. - John 17:11 – And now I am no more in the world, but these are in the world, and I come to thee. Holy Father, keep through thine own name those whom thou hast given me, that they may be one, as we are .
In his final prayer, Jesus asks the Father to protect his disciples by his name so they may be united. - John 17:15 – I pray not that thou shouldest take them out of the world, but that thou shouldest keep them from the evil.
Jesus prays that the Father would not take the disciples out of the world, but protect them from the evil one. - Acts 18:9-10 – Then spake the Lord to Paul in the night by a vision, Be not afraid, but speak, and hold not thy peace: For I am with thee, and no man shall set on thee to hurt thee: for I have much people in this city.
The Lord tells Paul in a vision to keep speaking in Corinth, promising no one will attack and harm him. - Acts 27:22-24 – And now I exhort you to be of good cheer: for there shall be no loss of any man’s life among you, but of the ship. For there stood by me this night the angel of God, whose I am, and whom I serve, Saying, Fear not, Paul; thou must be brought before Cæsar: and, lo, God hath given thee all them that sail with thee.
An angel tells Paul in a storm that he will stand before Caesar, and that God has granted him everyone sailing with him. - Romans 8:37-39 – Nay, in all these things we are more than conquerors through him that loved us. For I am persuaded, that neither death, nor life, nor angels, nor principalities, nor powers, nor things present, nor things to come, Nor height, nor depth, nor any other creature, shall be able to separate us from the love of God, which is in Christ Jesus our Lord.
Paul says that in all trials believers are more than conquerors, since nothing can separate them from God's love in Christ. - 1 Corinthians 10:13 – There hath no temptation taken you but such as is common to man: but God is faithful, who will not suffer you to be tempted above that ye are able; but will with the temptation also make a way to escape, that ye may be able to bear it.
Paul says that every temptation is common, and that God is faithful and will provide a way out so believers can endure. - 2 Corinthians 1:10 – Who delivered us from so great a death, and doth deliver: in whom we trust that he will yet deliver us ;
